On 16 September 1997, it was proposed to build the longest proposed bridge over the Padma River at Dhaka-Mawa-Bhanga-Khulna, about 5 km long and 18.10 m wide, to establish direct communication between the capital of Bangladesh and the south and south-west of the country.
Construction began in 1999 and was proposed to be completed in 2004. The proposed expenditure is planned to be Tk. 2,893.50 crore from foreign sources and Tk. 650 crore from national sources.
In the Annual Development Program of the Fiscal Year 2006-2007, the Government of Bangladesh adopted a plan to build a multi-purpose bridge over the Padma River.
In the financial year 2008-09, the World Bank withdrew its investment decision after allegations of corruption by individuals involved in the proposed Padma Multipurpose Bridge project. At the same time other source countries follow suit. In this incident, the then communications minister was removed from the cabinet. Subsequently, as no such allegation was proved, the Canadian court decided to dismiss the case. Later, the Bangladesh government decided to finance the construction of the bridge from its own resources.
With the appointment of Professor Jamilur Reza Chowdhury as the President, an 11-member expert panel comprising international and national consultants was formed under the leadership of ECOM to complete the design of the Padma Multipurpose Bridge. This expert panel is appointed to provide expert advice to design consultants and development partners on the design and implementation of the Padma Bridge.
Technical Adviser of Padma Bridge Jamilur Reza Chowdhury said, If we look at the bridge from the sky, it is understood that the bridge is double curved, i.e. slightly curved twice to the right and left. This is mainly done with the drivers in mind. If the bridge is straight, the drivers get on the bridge and do not keep an eye on driving. Drowsiness comes. This increases the risk of accidents. But if you bend a little, the drivers have to be careful about it.
The physical work of Padma Multipurpose Bridge is basically divided into five packages namely- (1) Main Bridge, (2) River Governance, (3) Jajira Link Road, (4) Mawa connecting road, (5) Toll plaza etc. and Mawa and Jajira service areas. An international expert panel oversees the work of the design consulting firm. Forms tender evaluation committees for various packages of physical works.
A total of Tk 30,193.39 crore was spent on the construction of the Padma Multipurpose Bridge. These expenditures include land acquisition of bridges, connecting roads, construction of infrastructure, river governance, rehabilitation and environment, salaries and allowances of those involved in the project, etc. According to the agreement of the bridge department with the finance department of the finance ministry of Bangladesh, the government of Bangladesh gave a loan of Tk 29,793 crore for the construction of the bridge. The loan will have to be repaid by the Bangladesh Bridge Authority to the Finance Department of the Ministry of Finance at 35 years interest. The Bangladesh Bridge Authority will pay it at 1 percent interest rate within 35 years.
After the commissioning of the Padma Bridge, the bridge department will have all the control including maintenance and toll collection.
The bridge department is working tirelessly as a partner in the government's development progress. This work of the Bridges Department will continue to keep the image of the Government of Bangladesh bright at home and abroad.
The maintenance and operation of the Padma Bridge was jointly entrusted to China Major Bridge Engineering Company, China and Korea Expressway Corporation, South Korea. As a result, the maintenance and operation of the Padma Bridge can be done with the country's own manpower in the future.
